The situation of the resources and consumption of iron and steel scrap in the steel industry,the industry man-agement,the reform and development and the construction specifications in China were introduced in the current paper. Scrap recycling is important for the development of green steel industry and energy conservation,for that the state as-sists and supports for the scrap industry. Simultaneously the main content analyzes the effects of economic conditions at home and broad on the scrap industry and the main problems encountered in the process of development.The opportuni-ties and challenges in the following period of"Thirteenth Five-Year"and the development ideas and goals of the scrap in-dustry were also described.
