本文分析了中国钨资源开发利用及硬质合金产业现状,阐述了相关钨产业政策导向及其对钨矿开采和硬质合金产业发展的引导和调控作用,提出了加强资源保护、构建创新体系、优化产业布局和促进国际产能合作等建议.“十三五”时期是落实制造强国战略的关键时期,也是中国硬质合金产业转型升级、赶超世界先进水平的关键时期.健全有效的市场调节机制和间接调控的产业政策都是市场经济体制不可或缺的重要组成部分,两者相辅相成、互相依托.牢固树立“五大”发展理念,把握好钨产业政策机遇,坚持创新驱动、政策引导、市场推动,实现重点突破,加快推进钨产品结构调整和产业转型升级,将钨资源优势转化为经济优势和国际竞争优势,推动硬质合金大国向强国转变是“十三五”时期乃至长期的战略任务.

The current status of the development and utilization of the tungsten resources and the cemented carbide industry in China is analyzed.The related tungsten industry policies and their guiding and regulating roles on the mining control of the tungsten ore and the development of the cemented carbide industry are elaborated.Some proposals,including strengthening the resource protection,establishing the innovation system,optimizing the industrial distribution and promoting international capacity cooperation,are offered."The 13th Five-Year" is the key period to implement the strategy for building a powerful manufacturing country,and it is also the key period for the transformation and upgrading of China's cemented carbide industry in order to catch up with and surpass the world advanced level.To establish and improve the effective market mechanism and the indirect regulation policies are indispensable components of the market economy system,and they are inseparably interconnected and mutually supported.The strategic tasks during "The 13th Five-Year" period and long term in the future are as follow:Firmly establishing "five" development concepts,fully utilizing tungsten industry policies,insisting on innovation actuation,policy guidance,market driving and key points breakthrough,speeding up the tungsten product structure adjustment and tungsten industry transformation and upgrading so as to turn the tungsten resources superiority into economic superiority as well as international superiority advantage,and transferring from the big trading nation into powerful country in the field of cemented carbide.
